
Governor Newsom has signed the Complete Streets Bill, SB 960. This will set much stricter requirements for CalTrans to include improvements that meet the needs of people walking and rolling on state-owned roadways that serve as local streets.
Though CalTrans policy nominally mandates those improvements already, implementation is spotty at best. This bill will increase oversight, and it requires the agency to set targets for active transportation improvements in State Highway Operation and Protection Program (SHOPP) projects.
It will also establish a transit priority policy, placing greater emphasis on transit improvements on state roadways.
