Welcome to Culver City government.
Your letter eloquently states that your leadership philosophy is grounded in transparency, accountability, and a deep commitment to public service, guided by an open mind and an emphasis on responsiveness and accessibility. I commend those principles and wish to call your attention to an issue that directly aligns with them.
Culver City urgently needs to reform its current Fraud, Waste, and Abuse (FWA) reporting system to ensure true independence and accountability. For many years, my wife and I have advocated for an independently managed FWA program. Although an outside auditor’s comprehensive analysis supported this approach, the final implementation was regrettably altered by prior city management so that potential wrongdoers could effectively report to themselves.

Culver City would greatly benefit from establishing an independently managed FWA system and appointing a truly independent Internal Auditor. The current “Internal Audit Manager” structure, unfortunately, does not meet that standard.
