The City of Culver City has appointed Erin Spragan as Chief Financial Officer and elevated Stephen J. Agostini to Assistant City Manager of Fiscal Sustainability and Transparency, strengthening the City’s executive finance leadership as Culver City begins implementation of its Fiscal Year 2026–2027 Budget.
The appointments show the City’s continued focus on long-term fiscal sustainability, transparency, disciplined financial management, and strategic implementation of City Council priorities.
“Erin has strong financial acumen that will benefit our City,” said City Manager Odis Jones. “She understands how to develop solutions for complex financial situations and make them easier for the public to understand, which is critical to building trust and supporting meaningful engagement in the budget process.”
Spragan joins Culver City with extensive experience leading finance, policy, budgeting, and capital planning functions in complex public agencies. She currently serves as Assistant General Manager of Finance for the Bay Area Rapid Transit District, where she helps guide financial strategy and operations for one of the region’s major public transportation systems.
Prior to joining BART, Spragan served as Director of Finance for the City of Oakland, where her work included implementing equity-based performance measures citywide, developing an equity-based community grants program aligned with City Council priorities, and advancing a citywide capital planning program. Her experience also includes work in tax increment financing, public-private partnerships, value capture, and economic development finance.
As Chief Financial Officer, Spragan will report to the Assistant City Manager of Fiscal Sustainability and Transparency.
The City has also elevated Stephen J. Agostini to Assistant City Manager of Fiscal Sustainability and Transparency. Agostini joined Culver City earlier this year as Chief Financial Officer, bringing more than three decades of experience in public finance, budgeting, and executive leadership across local, state, federal, and higher education institutions.
Agostini played a key role in helping the City address its projected budget deficit and achieve a balanced General Fund budget for Fiscal Year 2026–2027 while preserving high-quality services for the community.
“Stephen stepped into this work at a critical moment and delivered,” said Jones. “In a compressed timeframe, he helped bring the City’s budget in line with the needs of our community. The results were inspiring to see, and his leadership will continue to be essential as we strengthen Culver City’s long-term fiscal stability.”
As Assistant City Manager, Agostini will continue to serve as a key member of the City’s executive leadership team and will report directly to the City Manager. He will advise the City Manager on financial strategy, policy, organizational performance, and long-term fiscal planning.
Agostini has led financial management operations for complex and sizable municipal governments, federal agencies, and public universities over the last 35 years. He has served as Chief Financial Officer at UCLA and for three federal agencies, including the Consumer Financial Protection Bureau, the Office of Personnel Management, and the Economics and Statistics Administration and Bureau of Economic Analysis within the U.S. Department of Commerce.
Agostini will continue to report to the City Manager.
Together, these leadership changes position Culver City to continue strengthening its fiscal foundation, improving transparency, advancing priority-based budgeting, and delivering results for the community.
