Rental Registration Deadline – July 31

All landlords of residential rental units in Culver City — including those with units exempt from rent stabilization but subject to tenant protections, such as single-family homes, townhomes, and condominiums — must complete the annual registration process by the upcoming deadline of July 31, 2026.

HdL Companies has sent notices via mail and email to all active landlord accounts, including those with past-due balances. Landlords who have not received their notice should call (424) 348-3733. Those who have never registered before will need to create a new account or contact HdL Companies for support. The registration letter will include the account’s unique PIN. New accounts should not be created without first contacting HdL Companies, as doing so may create duplicate accounts for the same property.

Landlords can complete registration and pay the annual registration fee directly within the Rental Unit Registration Portal. Effective July 1, 2026, the registration fee will be $177 per rental unit. Additional fees apply for changes in rental property ownership. Landlords who make late payments and/or fail to register are subject to penalties.

Registration fee payments must be postmarked on or before July 31, 2026. The City provides a 30-day grace period beginning August 1, 2026. The late payment process begins September 1, 2026, at which point a penalty fee of 20% will be added on the first day of each month (up to a maximum of 100%). This penalty fee is based on the total unpaid amount, including any registration or change-in-ownership fees from previous years. No late fees are added to penalty fees. The Rental Registration Fee is separate from the Business License Fee. Refunds are not issued at any time, including if there is a change in ownership or the rental unit is removed from the market.

Some properties may be exempt from the rental unit registration process, including:

Owner-occupied units (unless the unit has become rented)
Vacant units (provided certification is submitted to the Housing Services Division)
Landlords who believe their unit(s) are exempt must submit an exemption request form to Rent.Control@CulverCity.org by July 31, 2026.

Penalties apply if the exemption request form is not received by the deadline.
