Culver City Appoints Four New Administrators for Development, Transportation, Housing and Finance

The City of Culver City is pleased to announce four critical appointments to City leadership positions.

These appointments reflect the City’s continued focus on strengthening executive leadership across key service areas, aligning organizational structure with City Council priorities, and positioning Culver City to meet complex challenges with clarity, coordination, and long-term vision.

Adam K. Troy – Assistant City Manager for Economic Development, Vitality, and Equity

The City of Culver City has appointed Adam K. Troy as Assistant City Manager for Economic Development, Vitality, and Equity. In this executive leadership role, Troy will oversee strategic initiatives that advance inclusive economic growth, strengthen neighborhoods, and enhance community vitality across Culver City.

“Adam brings a rare combination of strategic vision, development expertise, and the ability to align diverse stakeholders around transformative outcomes,” said City Manager Odis Jones. “Leaders of his caliber—trusted by executives, civic institutions, and community partners alike—are exactly what cities need to navigate complexity and deliver meaningful results. We are excited to welcome him to Culver City.”

In his new role, Troy will be working on behalf of the City Manager with the implementation of the City Council’s strategic priorities, as well as working closely with departmental leadership, through coordinated, data-informed, and community-driven initiatives.

Troy brings extensive experience leading complex, multi-sector initiatives and aligning diverse priorities—including economic development, housing, workforce opportunity, community engagement, and cultural vitality—into coordinated strategies that deliver measurable results. Known as a skilled convener and systems thinker, he has successfully guided partnerships among government agencies, nonprofit organizations, and private sector stakeholders to produce impactful, community-centered outcomes.

Troy most recently served as Chief Executive Officer of the Community of Caring Development Foundation, where he led place-based initiatives that align residents, civic leaders, and institutional partners around shared goals for neighborhood revitalization and economic opportunity. His prior leadership roles include serving as Chief Operating Officer of the Public Lighting Authority of Detroit, where he oversaw a major infrastructure modernization effort in addition to bringing in over $250 million in funding, as well as executive roles in real estate development and advisory services focused on equitable growth.

This appointment reflects Culver City’s continued commitment to advancing equitable economic development strategies that are responsive to community needs and aligned with the City’s long-term vision for vitality and sustainability.

Nick Zornes – Chief Transportation Officer

The City of Culver City has appointed Nick Zornes as the City’s new Chief Transportation Officer. In this role, Zornes will oversee the City’s transportation planning, mobility initiatives, transit coordination, and implementation of strategic transportation infrastructure projects that support Culver City’s commitment to a safe, sustainable, and multimodal transportation network.

“Nick brings the kind of systems-level thinking and implementation experience that is essential as we continue investing in Culver City’s transportation network,” said Jones. “His ability to connect planning with delivery will help us advance projects that improve mobility, enhance safety, and support how people move through our city every day.”

As Chief Transportation Officer, Zornes will lead Culver City’s ongoing efforts to modernize and enhance its transportation network, working closely with City leadership, regional partners, and community stakeholders to advance mobility solutions that support the City’s long-term vision for accessibility, sustainability, and economic vitality.

Zornes brings extensive experience in urban planning, infrastructure development, and municipal leadership, with a professional background focused on integrating transportation systems with land use, economic development, and community planning. Throughout his career in local government, he has led complex planning and capital initiatives that advance regional mobility, improve local transportation systems, and position cities to meet evolving transportation and sustainability goals.

Zornes’ transportation experience includes the development and coordination of regional transportation initiatives, working collaboratively with regional agencies and neighboring jurisdictions to advance mobility projects that improve connectivity and accessibility. He has also overseen the implementation of Transportation Demand Management programs designed to reduce congestion, encourage alternative transportation modes, and support sustainable mobility strategies in growing urban communities.

Zornes will report to Senior Assistant City Manager Lea Eriksen.

Diane Glauber – Housing & Human Services Director

The City of Culver City has appointed Diane Glauber as its new Housing & Human Services Director, bringing to the organization more than two decades of national leadership experience in housing policy, homelessness services, and community development.

“Diane brings both deep expertise and a values-driven approach to housing and human services,” said Jones. “She understands that this work requires not only strong policy and partnerships, but a commitment to listening and responding to the lived experiences of our community. Her leadership will help us strengthen services and continue advancing solutions that are both compassionate and effective.”

As Housing & Human Services Director, Glauber will report directly to the Assistant City Manager and provide strategic leadership and operational oversight for the Department’s housing, homelessness, and human services programs. She will lead a $20.5 million department and oversee a diverse portfolio of services, including affordable housing initiatives, homelessness response, community-based programs, and regulatory compliance.

Glauber currently serves as Acting Director of the Division of Housing and Community Development for King County, Washington, where she oversees a $500 million budget and a team of 80 staff. She has led regional efforts to create and preserve affordable housing, strengthen homelessness services, and coordinate partnerships across local governments and community organizations.

Her previous experience includes leadership roles at the U.S. Department of Housing and Urban Development and the Lawyers’ Committee for Civil Rights Under Law, as well as serving as Director of Human Services for the City of Baltimore.

Glauber will report to Assistant City Manager Troy.

Stephen J. Agostini – Chief Financial Officer

The City of Culver City has appointed Stephen J. Agostini as its new Chief Financial Officer (CFO), bringing more than three decades of experience in public finance, budgeting, and executive leadership across local, state, and federal government.

“Stephen brings a level of financial discipline and clarity that is essential as we address our long-term fiscal challenges,” said Jones. “His ability to translate complex financial realities into clear options will support strong decision-making and help position Culver City for long-term stability.”

As Chief Financial Officer, Agostini will serve as a key member of the City’s executive leadership team, will report to and advise the City Manager on financial strategy, policy, and long-term fiscal planning. He will oversee all core financial functions, including budgeting, accounting, treasury and investments, revenue administration, payroll, purchasing, and debt management.

Agostini has led the financial management operations of complex and sizable municipal governments, federal agencies, and public universities over the last 35 years. Agostini was the Chief Financial Officer for three U.S. Federal agencies, the Consumer Financial Protection Bureau, the Office of Personnel Management, and the Economics and Statistics Administration and Bureau of Economic Analysis within the Department of Commerce. He was the senior finance or budget official for Arlington County, VA; the City of Philadelphia; Milwaukee County, WI; the City of San Francisco; and the City of Milwaukee. He has served as the Assistant Deputy Secretary for Administration for the State of Wisconsin.

Agostini most recently served as Vice Chancellor and Chief Financial Officer at the University of California, Los Angeles (UCLA), where he directed financial operations for a $12 billion enterprise and oversaw nearly 400 employees. During his tenure, he successfully closed a $300 million budget gap and delivered a balanced budget with a surplus.

His appointment comes at a critical time as Culver City works toward eliminating its structural deficit and achieving a balanced General Fund budget, while maintaining high-quality services for the community.

Agostini will report to City Manager Jones.
